Jay County Partnership

Prior to October 2022, Jay County was absent from the ECI Regional Planning District for several years. However, the county was reintegrated that fall after ECIRPD and the Jay County Commissioners announced a collaborative economic development partnership to help further spur growth in the region. Since then, Jay County commissioners and council have been much more involved with ECIRPD, making strides to bring new projects to the area, improve economic conditions, and enhance the quality of life for residents.

Among the notable achievements attributed to county commissioners is the successful acquisition of grants that have injected vital funds into the county’s economic infrastructure. The Economic Development Administration (EDA) Resiliency Grant, spanning from 2021 to 2025, has been pivotal in supporting diverse sectors, from workforce enhancement to educational initiatives. Similarly, the EDA Comprehensive Economic Development Strategy Grant (CEDS), secured in March 2023, underscores the county’s commitment to long-term planning and strategic development, ensuring Jay County remains adaptable and responsive to evolving
needs.

Moreover, the commissioners’ advocacy played a crucial role in securing funding through the Safe Streets and Roads for All Grant Program, a testament to their dedication to enhancing public safety and infrastructure. This initiative not only addresses immediate concerns but also aligns with broader regional goals of achieving zero roadway deaths, demonstrating a comprehensive approach to community well-being.

Recognizing the importance of supporting local businesses, the commissioners championed initiatives like the USDA Business Enterprise Services and Training (BEST) Grant Program, which provided essential resources and technical support to rural enterprises across the region. As part of these efforts, the Jay County BEST Workshops were organized in January 2024. These workshops were held at the John Jay Center For Learning in Jay County, featuring guest speaker Ted Baker, the CEO/Executive Director of Innovation Connector. By fostering a conducive environment for business growth and innovation, the commissioners aimed to bolster Jay County’s economic resilience and sustainability. These workshops presented invaluable opportunities for attendees to acquire knowledge, foster personal growth, and expand professional networks—all offered free of charge.

Furthermore, the commitment to improving housing infrastructure and affordability is evident through initiatives like the Owner-Occupied Rehabilitation Program (OOR). Jay County successfully gained eligibility for the OOR Program by actively participating in the Hoosier Enduring Legacy Program (HELP). As part of the requirement for a matching project, Jay County allocated one-third of its American Rescue Plan funds, received from the federal government, toward the acquisition of 68 acres in Portland intended for further housing development within the county. By leveraging federal funding and strategic partnerships, the commissioners have enabled homeowners to access vital resources for home repairs, contributing to neighborhood revitalization. The additional 68 acres of land for the county will also provide a variety of benefits.
“We have $1.2 million of property we didn’t have before plus $1 million coming in by OCRA. This is a win-win for the county,” said Jay County Commissioner Brian McGalliard. “This is a great program that will help homeowners that meet certain income guidelines, repair their homes and stay in their homes. This will have added benefits such as an increase in asset value, improving the appearance of our county, and will hopefully help reduce the abandoned and blighted housing situation in the future.”

In tandem with the Jay County Council, the commissioners have also embraced ambitious projects like the $19.4 million broadband expansion plan, poised to bridge the digital divide and unlock new opportunities for residents. Through innovative partnerships and strategic investments, this initiative promises to revolutionize connectivity in Jay County, empowering individuals and businesses alike.

The Jay County Commissioners’ proactive approach and dedication to collaborative partnerships have led to significant advancements in economic development, public safety, business support, housing, and digital connectivity. These initiatives collectively aim to enhance the quality of life for residents, foster sustainable growth, and ensure Jay County remains resilient and adaptable to future challenges. As the commissioners continue to work closely with regional and federal partners, Jay County is poised to build on its successes and secure a prosperous future for all its citizens.
