ECI Regional Planning District: Recap of the 4th Quarterly Board Meeting 2025
The ECI Regional Planning District held its fourth quarterly board meeting on Thursday, November 6th, covering a wide range of regional updates, grant activity, community initiatives, and planning priorities for the year ahead. While the discussion was extensive, here are the key highlights that shaped the meeting.
Budget Review and Organizational Updates
The board reviewed recent financial activity, including expenditures, assets, liabilities, and bank account balances. After discussion, the 2026 budget was approved. Planning also began for officer elections in the coming year, along with early steps to identify a new Executive Director by the end of 2026, following Bill Walters’ announcement that he will retire after a decade of service in the role. He highlighted the growth of the organization, including expanding from one to five staff members and increasing the budget from under $100,000 to over $750,000 in the last six years. The board also finalized meeting dates for 2026: February 10th, May 12th, August 11th, and November 10th.
Grant Activity and Community Projects
The meeting included updates on a range of grants currently in progress. ECIRPD is moving forward with its EPA Assessment Grant 2025 application now that the government shutdown has concluded, and discussions also touched on the DOT culvert grant, Community Crossings Matching Grant (CCMG) applications, and a potential revolving loan fund for development projects. The EDA shared that its 2022 EPA grant has been fully utilized, covering 54 properties and 150 more through the EJ Steering Committee.
ECIRPD also announced success through the Indiana Arts Commission’s Project Support grant, securing $4,000 for a community mural at the Jay County Resource Building. The next step will be sending project details to an interested local artist once the bidding process opens.
Regional Planning and Safety Initiatives
Grant administrator Jacob Thomas continues to update asset management plans for Gaston, Swayzee, Yorktown, Daleville, and Chesterfield, and will prepare ADA transition plan requirements ahead of next July’s CCMG round.
Matthew Nichols, ECIRPD’s SS4A Project Manager, shared recent steering committee findings showing that 60% of crashes in Central Indiana occurred in Delaware County, with a 19% fatality rate. These insights are helping shape the Regional Safety Action Plan, supported by an 80-20 federal grant match. The final steering committee meeting is expected in late December or early January.
Community Engagement and Seasonal Initiatives
ECIRPD highlighted several community programs, including a successful Trunk or Treat event in October and the first drop-off for the Winter Clothing Drive, delivered this month to Muncie Mission. Additional seasonal clothing drives are being planned for the coming months.
Looking Ahead
Staff will continue preparing for early 2026 workshops, including The Building Blocks to Grant Writing sessions scheduled for January 13th and February 3rd. The board also plans to monitor Governor Braun’s upcoming IEDC report, expected in January, to help guide future organizational strategy.
With major grant activity underway, growing community initiatives, and planning efforts across multiple towns, ECIRPD is closing out 2025 with momentum and a clear focus on supporting regional development into the new year.
