Safe Streets for All (SS4A) – Regional Safety Action Plan

Through funding from the Federal Highway Administration’s Safe Streets and Roads for All (SS4A) program, the East Central Indiana Regional Planning District (ECIRPD) is developing a comprehensive Regional Safety Action Plan that aims to reduce roadway fatalities and serious injuries across Delaware, Grant, Jay, and Blackford Counties.

In collaboration with the Delaware Muncie Metropolitan Plan Commission (DMMPC) and engineering consultant American Structurepoint, the plan will use crash data, public input, and proven strategies to identify local safety priorities and recommend future infrastructure improvements. This planning effort supports the national Vision Zero initiative, which is built on the belief that traffic deaths are preventable and that safe mobility should be a right for everyone.

Key features of the plan will include:

  • Crash data analysis to identify high-risk intersections and corridors
  • Community and stakeholder engagement to understand local safety concerns
  • Equity-focused strategies that protect vulnerable and underserved populations
  • A Safe System Approach that accounts for human error and promotes systemic solutions
  • Project recommendations that prepare the region to apply for federal implementation funding

This is the first coordinated, data-driven safety plan for the region—and it will guide long-term investments in safer streets for all users, including drivers, pedestrians, cyclists, and transit riders.
